Planning Proposals

A Planning Proposal is a document which requests changes to Council’s Local Environmental Plan. It may include a rezoning request or a request to increase the height or density of a proposed building. Planning Proposals can be requested by either Council, a landowner or developer.

On occasion, Voluntary Planning Agreements (VPAs) are entered into in relation to an amendment to an LEP. Where a proponent seeks a Voluntary Planning Agreement (VPA) to support a Planning Proposal, Council’s Voluntary Planning Agreements Policy(PDF, 226KB) is to be adhered to. The VPA Policy outlines Council’s expectations for the use of VPAs, and the procedures relating to their preparation, negotiation, exhibition and application.

Pre-lodgement Meeting and Planning Proposal Scoping Report

Prior to preparing your Planning Proposal, proponents should meet with Council officers to discuss the Proposal prior to submission.

Proponents must submit a completed application form as well as a scoping report prepared in accordance with Attachment A of the Department of Planning and Environment’s (DPHI’s) Local Environmental Plan (LEP) Making Guideline (LEP Making Guideline).

Costs for the review of scoping reports and pre-lodgement meetings are subject to Council’s adopted Fees and Charges.

How do I lodge a Planning Proposal?

Planning Proposals must be lodged on the NSW Planning Portal. When your application has been received, Council will send you an invoice for the payment of fees. Planning Proposal fees are in accordance with Council’s adopted Fees and Charges

Planning Proposal Request

The objective of the Planning Proposal is to amend Strathfield Local Environmental Plan 2012 to improve its operation and accuracy by correcting identified anomalies and inconsistencies to existing provisions and maps, updating property descriptions and expanding permissibility

Specifically, the Planning Proposal seeks to

  • improve SLEP 2012 operation and accuracy by correcting identified anomalies and inconsistencies to existing provisions and maps,
  • implement the outcomes of Council’s endorsed Biodiversity Conservation Strategy and Action Plan 2020-2030,
  • respond to a request by Sydney Water to rezone existing Sydney Water infrastructure from R2 Low Density Residential to SP2 to better reflect their current and future use of the land.
  • expand the permitted uses in the E4 General Industrial zone to enable limited non-industrial land uses that provide facilities and services to meet the needs of businesses and workers, consistent with the objectives of the zone
  • ensure that heritage items and significant properties are correctly identified and protected.

Status

Council, at its meeting on 26 November 2024 endorsed the Planning Proposal to be forwarded to the Department of Planning, Housing and Infrastructure for a Gateway Determination to exhibit. Council Meetings Strathfield Council

Local Planning Panel

In accordance with the Direction from the Minister for Planning and Public Spaces under Section 9.1 of the Environmental Planning and Assessment Act 1979 and the charter of the Strathfield Local Planning Panel (LPP), a Planning Proposal is to be referred to the Local Planning Panel before it is forwarded for Gateway Determination (approval).

This Planning Proposal was referred to the LPP on 10 October 2024

 

Planning Proposal for Additional and Diverse Housing

Planning Proposal Request

The objectives of this Planning Proposal are to: 

  • Increase additional housing choice options to cater for the needs of different household types. 
  • Encourage greater housing supply in the form of medium density residential development and address housing shortages 
  • Support public infrastructure by allowing for a moderate increase in density in urban areas where existing infrastructure is in place.  
  • Improve land use efficiency of established low-density residential areas and ensure that land zoned for high density residential is not sterilised and allows for the orderly development of land. 

Intended Outcomes

(i) In the R2 Low Density Residential zone (R2 zone) introduce dual occupancy, manor houses, multi-dwelling housing and terraces as permissible land uses and amend the objectives to reflect that these provisions facilitate the delivery of diversity of housing in the R2 zone.

(ii) In the R3 Medium Density Residential zone (R3 zone) introduce manor houses and multi-dwelling (terraces) as permissible land uses and amend the objectives to reflect that these provisions facilitate the delivery of diversity of housing in the R3 zone.

(iii) In the R4 High Density Residential zone introduce manor houses, multi-dwelling housing, multi-dwelling housing (terraces) as prohibited uses so as to protect land for high density residential development and to promote the orderly and most efficient use of R4 zoned land.

(iv) Amend Clause 4.1A to remove reference to dual occupancy and include column 4 – width of lot at the front building line and introduce other residential types with minimum lots sizes and frontage requirements – for manor house, multi dwelling housing and multi dwelling housing (terraces), the proposed minimum lot size is consistent with the requirements of the LMR Housing Reforms. A minimum frontage of 15m is proposed which is consistent with the average frontage of blocks across the Strathfield LGA

(v) Introduce a new clause with requirements for dual occupancy development in the R2 and R3 zone that specifies the minimum lot size, minimum frontage and minimum subdivision lot size for Area 1 and Area 2 (Large Lot Area); provides specific requirements for dual occupancy on corner lots and restricts the development of a dual occupancy on a battle axe block

(vi) Introduce minimum density provisions for multi dwelling housing and for multi dwelling housing (terraces) in R2 Low Density zone. The proposed density per dwelling for multi dwelling housing and multi dwelling housing (terraces) is consistent with the proposed subdivision lot size for dual occupancy developments in the R2 zone.

(vii) Introduce a new clause to allow a floor space ratio of 0.65:1 for dual occupancy, multi dwelling housing and manor houses in the R2 Low Density Zone.

(viii) Introduce a new Part 6 Local Provisions clause to encourage tree canopy retention and landscaped areas in the R2 and R3 zones. The landscaped area local provision has been introduced as a direct response to the Strathfield community’s request for the protection of existing landscaping and tree canopy to be provided in new residential developments.

(ix) Amend Schedule 1 to repeal Section 1 - Use of certain land in Greenacre and amend the Additional Permitted Uses mapping for dual occupancies in the Greenacre R2 zone by deleting the map for Greenacre.

(x) Update the Dictionary to insert in alphabetical order manor house and multi dwelling housing (terraces).
