Homebush Transport Orientated Development (TOD) Precinct

The NSW Government, on 27 November 2024 gazetted the rezoning for the Homebush TOD Accelerated Precinct.

The Vision for Homebush

The Homebush TOD Precinct will be a connected centre for living, creativity, and employment. The Precinct forms a key part of the broader Parramatta Road Corridor, which supports the movement of people and goods. The Precinct will be an attractive and desirable high density urban area, with George Street and Parramatta Road as the main streets and local centres of urban activity. Homebush Precinct will host a well-designed built environment with appropriately scaled street buildings that transition to adjacent low-density areas.

Renewal will draw on Homebush’s existing character and will acknowledge significance to the Wangal people, the traditional owners of the land on which the Homebush TOD Precinct is situated.

Homebush State-led Rezoning (TOD Precinct) Urban Design Report (November 2024)

The Homebush State-led Rezoning Urban Design Report is the guiding document to explain the State-led rezoning process for the Homebush Precinct. It provides the background and justification for the zoning, height and FSR changes in the Homebush TOD Precinct and has informed the preparation of the Homebush Transport Orientated Development Precinct Design Guide.

Homebush Transport Orientated Development Precinct Design Guide (November 2024)

The Homebush Transport Orientated Development Precinct Design Guide (the Design Guide) is the guiding document for the preparation and assessment of all development applications within the Homebush TOD Precinct.

The Design Guide replaces the provisions of:

  • The Strathfield Consolidated Development Control Plan 2005
  • Development Control Plan No 20 – Parramatta Road Corridor Area

in so far as they apply to the Precinct.

 

The Design Guide is set out as follows:

 Section 1 Sets out the land to which the Design Guide applies, administrative matters and the relationship to other elements of the planning framework that apply to the Precinct. 
 Section 2 Contains the Vision, Locality Statement, Principles and Understanding Country which have informed the planning framework.
 Section 3 Contains contextual information to assist with understanding how places within the Precinct fit within the cultural and urban context of the locality and surrounding area. Development applications are to respond to the desired future character statements.
 Section 4 Provides direction to support the delivery of key sites, public domain infrastructure and site amalgamations.
 Section 5 - 8 Contains provisions and design guidance for development applications in the Precinct across four themes: Built Form and Environment, Public Open Space, Movement and Parking) within the Precinct.

I want to lodge a DA in the Homebush TOD Precinct

The NSW Government has amended the State Environmental Planning Policy (Planning Systems) 2021 to allow for a temporary State Significant Development (SSD) pathway until November 2027 for residential development applications valued over $60 million in the Homebush TOD Precinct. For applications valued at over $60 million visit: State significant development | Planning

For any development valued at $60 million or below, Strathfield Council is the consent authority, and a development application will need to be lodged via the Planning Portal. Prior to the lodgement of a development application a pre-lodgement meeting is recommended to obtain feedback on initial design concepts and Council’s technical requirements. Key Sites and Planning Agreements

The Homebush Transport Orientated Development Precinct Design Guide identifies a number of development sites, known as Key Sites, within the Precinct that are required to deliver public benefit in return for additional height and density (FSR).

Where Key Site provisions are being triggered, a planning agreement must be entered into with Council to ensure the delivery of the community benefit. This applies to all development applications, including those which trigger the State Significant Development Application (SSDA) pathway.

Initial discussions to determine an intention to offer to enter into a Planning Agreement between the developer and Council are to commence early in the design process.

Infrastructure Contributions in the Homebush TOD Precinct

The Homebush TOD Precinct Infrastructure Contributions Plan is currently being prepared by the State Government and will be available in early 2025.

Affordable Housing in the Homebush TOD Precinct

In accordance with Clause 7.5 of Strathfield LEP 2012, where a development is proposing more than 200m2 of gross floor area (GFA) used for the purposes of residential accommodation an affordable housing contribution (either a monetary contribution or dwellings) is required to be provided.

The majority of the Homebush TOD Precinct will be required to provide the equivalent of 3% of the gross floor area of the proposed development. 5% applies to 19-21 Columbia Lane, Homebush.

Background Information and Finalisation Report

The Department of Planning, Housing and Infrastructure (DPHI), as part of the work on the Homebush TOD Precinct commissioned a number of studies to inform the rezoning of the Precinct.

Document Title

Aim of Document

The Finalisation Report provides an assessment of the State-led Rezoning Proposal seeking to amend the planning Controls relating to the Homebush Transport Oriented Development (TOD) Precinct.

The scope of the Biodiversity Vegetation Assessment is to identify and document biodiversity values present within the Precincts and provide recommendations to manage biodiversity impacts that could result from the proposed land use intensification.

The Flood Impact and Risk Assessment, and Stormwater Management Strategy assesses the impact of flooding in the Precinct.

The PTS summarises the transport response to the transformation of the Homebush TOD Precinct and:

  • Sets out the transport vision and objectives.

  • Outlines the strategic context and previous bodies of work.

  • Identifies existing challenges and potential opportunities. Reviews the future road network performance.

  • Proposes transport responses to enable the outcomes of the rezoning and transport vision.

The report provides a detailed assessment of open space within the precinct and makes recommendations for new open spaces to support the proposed additional residential and worker population.

The Contamination Assessment identifies areas of potential contamination, its potential risk and makes recommendations for controls and mitigation measures to be considered and inform the rezoning.

The Acoustic Study Report has been prepared to provide a preliminary assessment of noise and vibration impacts to proposed sensitive land use within the Precinct and provides planning and design strategies to avoid, minimise and manage potential impacts.

The Air Quality Impact Assessment Report informs and supports planning controls for the Precinct and seeks to verify the appropriateness of proposed building heights and controls the development of the areas surrounding the Underwood Road Ventilation Facility (URVF).
