Operation Nightwatch combines the ground security guards with CCTV footage.

Industrial areas are particularly problematic and are a major focus of Operation Nightwatch.

Thus far, 3 culprits have been caught and fined.

Penalties are severe with fines between $2,000 – $10,000.
